Prof. Dr. Iñigo del Guayo Castiella

Full Professor of Administrative Law at the University of Almería. Co-founder and currently President of the Spanish Association of Energy Law (AEDEN). He has conducted research at the Oxford Institute for Energy Studies, the International Institute for Energy Law (Leiden, Netherlands), the Institute for Mining and Energy Law (Ruhr University, Bochum, Germany), the University of Texas School of Law (Austin), and the Department of Law at the University of Sheffield (England), where he was a British Academy Fellow. He specialises in economic public law and regulation, with a focus on urban planning, insolvency, public utilities and energy law, and has authored over 290 publications in these fields. Counsel at White & Case (Madrid). Member of the editorial board of the Journal of Energy & Natural Resources Law. Corresponding member of the Spanish Royal Academy of Jurisprudence and Legislation. Member of the Scientific Committee of the European Federation of National Energy Law Associations (EFELA). Co-founder and member of the Ibero-American Association of Energy Law (ASIDE).

 


Mr. Abel Enríquez
, Director European Network of Network Operators for Hydrogen (ENNOH)

Building Europe’s Hydrogen Transmission Network System: Regulation, Coordination and the Role of ENNOH

With more than 20 years of experience in EU affairs, energy policy, and gas and hydrogen regulation, Abel was appointed Director of ENNOH in December 2024. Prior to this role, he served as Head of EU Affairs and Organisations at Enagás, an international leader in the development, operation, and maintenance of energy infrastructure, with a strong commitment to the energy transition and the deployment of renewable gases, including hydrogen.  Abel specialises in public affairs, EU advocacy and European association management. He has held several senior governance roles at the European level, including serving as Co-Chair of the Transmission and Distribution Roundtable within the European Clean Hydrogen Alliance, as well as board responsibilities in two EU associations. His previous professional experience includes serving as Secretary General and Deputy Secretary General of Gas Infrastructure Europe (GIE), and working on EU and international regulatory affairs at Enagás headquarters in Madrid. Abel had other work experiences in multinationals active in other sectors (water, mining). He holds an MSc in Chemical Engineering and postgraduate qualifications in business management.

Dr. Romain Mauger
, Head of Legal Research Unit at the Iberian Centre for Research in Energy Storage (CIIAE)

Come back down to Earth! Planetary boundaries, degrowth and energy law in the EU

Dr. Romain Mauger is Head of Legal Research Unit at the Iberian Centre for Research in Energy Storage (CIIAE), Spain. He has 15 years of experience in the field of energy law and has worked in France, South Africa, the Netherlands and Spain (mostly in academia but also as wind farm developer for 3 years).Dr. Mauger’s research experience focuses on energy law for the transition to renewable energy sources with two main angles.1) Studying the applicable legal framework for fast-evolving energy technologies (e.g., batteries, microgrids, electric vehicles charging points) and their end-uses in order to propose regulatory improvements.2) Using and improving the Law to ensure a fairer energy system. Dr. Mauger’s work on energy justice, just transition and more recently degrowth is testimony to that. In 2024, he won a prestigious European Research Council (ERC) Starting grant, worth close to 1.5 M€, to study the intersection between Degrowth and Energy law in Europe, with a focus on the legal regime applicable to batteries (project DELaw).

 


Dr. Sirja-Leena Penttinen
, Associate Professor of Law and Sustainability Transitions at the Faculty of Law, University of Lapland

Toward a Regulatory Framework for Geologic Hydrogen: Priorities for Future Research

Sirja-Leena Penttinen is a tenured Associate Professor of Law and Sustainability Transitions at the Faculty of Law, University of Lapland, focusing on legal frameworks surrounding the green energy transition. Her ongoing research projects examine regulatory approaches to critical raw materials and emerging technologies. Her interest spans energy law, sustainability transitions, and the regulatory challenges of implementing new energy technologies.

 


Dr Daria Shapovalova
, Senior Lecturer in Energy Law, University of Aberdeen

The Role of Law in Just Transition Planning: Comparative Study of Oil and Gas Regions

Dr Daria Shapovalova is a Senior Lecturer in Energy Law and Deputy Head of the School of Law. She is the coordinator of the Just Transition Lab, leading interdisciplinary research at the intersection of energy law, climate change, and just transition. Her work focuses on legal frameworks for fossil fuel phase-out and equitable transitions in fossil fuel-dependent communities. Daria has published widely on environmental, climate, and human rights governance of the energy sector, and is the author of the forthcoming monograph Climate Change, Fossil Fuels Phase-Out, and Just Transition: The Role of Law and Place-Based Impacts (Hart). She is Co-Investigator on major UKRI-funded projects, including JUST-Systems (£5.7m) and TRANSECTS (£2.8m), and regularly advises policymakers, NGOs, and industry on energy sector decarbonisation and just transition planning.

 


Prof. Francesco Vetrò
, Full Professor of Administrative Law, University of Parma

Security of Energy Systems

Francesco Vetrò is a Full Professor of Administrative Law at the University of Parma and the Rector’s Delegate for Legal Affairs. A lawyer admitted to practise before Italy’s higher courts, he has held leading governance roles in the energy sector, including President of the Cassa per i Servizi Energetici e Ambientali (CSEA) and Chair of the Board of Gestore dei Servizi Energetici S.p.A. (GSE). He previously served in senior legal positions at ARERA and at the Gestore dei Mercati Energetici S.p.A. (GME), and advised the Italian Competition Authority (AGCM) on energy markets. He has contributed to national and EU expert groups and frequently speaks at international conferences.



Ignacio Herrera Anchustegui
, Full Professor of Law and Director of COAST – Research Center for Climate, Energy and Sustainability Law at the University of Bergen

Revisiting the role of competition (law) and competitiveness in the energy transition

Ignacio Herrera Anchustegui is Full Professor of Law and Director of COAST – Research Center for Climate, Energy and Sustainability Law at the University of Bergen. He specializes in offshore energy, market regulation and new energy technologies. His PhD thesis, "Buyer Power in EU Competition Law," received the 2017 Concurrences Award for best thesis in Competition Law & Economics and was awarded the Meltzer Prize for Young Researchers in 2017 at the University of Bergen. He is the author of over 60 publications and edited the Routledge Handbook of Energy Law (2020), the Elgar Offshore Wind Licensing book (2024), the Elgar Research Handbook on EU Competition Law and the Energy Transition (2025), and Bloomsbury/Hart’s Offshore Energy Law Challenges and Opportunities for Renewables and Hydrocarbons (2025).
